Program Management Role Open in Bellingham

In this position you will be working closely to the Marine Industry in conjunction with the US Coast Guard


Manage, coordinate, and deliver all program requirements in support of the 47' MLB SLEP project on the west coast.

Responsible for leading a cross function team through planning and execution from vessel induction through, engineering, procurement, manufacturing & building, performance testing, initial operations, and prime contract close-out. Implement and administer scope management, develop bid and proposal responses that include both the creation of technical and pricing strategies and resulting in the preparation and submission of proposal.

Supports communications and presentations to US Coast Guard (USCG) Customer and develops positive relationships. Supervises the development of budgets and schedules, manages performance, reports progress, and initiates action to assure program/project objectives and schedules are met and work is performed within budget and according to specifications.

Resolves problems and coordinates the final turnover of the project to the customer.


*Reviews draft prime contract and proposal documents. Help develop prime contract strategy and plan. Participates in prime contract negotiations including the negotiations of client/customer deliverables and the schedule for such deliverables.

*Establishes an appropriate, integrated organizational structure, including home office functional and specialist support. Defines and communicates roles, responsibilities and authorities to project team members/partners and the Customer to ensure project completion in a safe manner, within budget, on schedule, and in conformance with the appropriate standards, specifications, and applicable regulatory requirements.

*Ensures scope, design basis and objectives are defined, best practices/lessons learned reviewed, detailed work plans, schedules, budgets, contract deliverables (CDRLS), and procedures are established, including Production Sequence. Obtains concurrence by members of the project team, functional management, and the Customer

*Monitors and controls all contractual commitments to ensure that all work is performed in accordance with the specifications, drawings, and terms of the contract, that a risk register, and trend program are in place, change orders and claims are processed in a timely manner. Implements and maintains a change management control system. Ensures that all Customer communications on the prime contract are documented.

*Enables with project team the development, communication, implementation, and continual use of the Production Sequence. Develop and approve reporting measuring progress/performance, providing early warning of deviations from Production Sequence (cost, schedule, and quality). Implement corrective actions.

*Identifies quality requirements and ensures the proper processes are identified and implemented to achieve contractual quality commitments.


Must be comfortable traveling for work- this position will require travel time up to 10%

Must have a Bachelor Degree, 6-10 years of schooling and/ or equivalent experience
